The Pact is a dangerous secret organization composed of individual operatives. These agents act independently, but with a few common goals, none of them good. Pact members may be seeking to gain power or wealth, or to bring down society in general. They communicate through clues and codes, which leads me to believe that if I can find the clues, I can learn more about their agenda and possibly find out whether they were involved in my brother’s death.
